Summary
After the Restoration the Royalist governor of Carlisle Sir Philip Musgrave maintained a network of spies and informers in the north-west of England, collecting information on nonconformists and former Cromwelliam officers which he passed on to Lord Arlington's office in London. "Mr Hatt" reports that "the Scots are for England and that they are very numerous."
