Published on page 183 of the February 18, 1925 issue of Punch (Volume CLXVIII) Editorial cartoon depicting Winston Churchill torn between "Imperial Defence" and "Economy"; a riff on Joshua Reynolds' painting "Garrick between Comedy and Tragedy." Churchill served as Chancellor of the Exchequer from 1924 to 1929. During this time, he attempted to decrease levels of defense spending, in part by implementing the "Ten Year Rule," which directed Britain's armed forces to estimate their costs on the assumption that Britain would not be engaged in a war within the next ten years
